Percent is derived from Latin word "per centum" which means "by a hundred". Percent can be thought of a fraction where denominator is always 100, and we add % sign to the fraction. For example, fraction 13/1000 means 1.3 %.
Steps:
First divide 13 by 1000: 13 ÷ 1000 = 0.013
Then multiply by 100: 0.013 × 100 = 1.3
