Percent is derived from Latin word "per centum" which means "by a hundred". Percent can be thought of a fraction where denominator is always 100, and we add % sign to the fraction. For example, fraction 3.1/10 means 31.0 %.
Steps:
First divide 3.1 by 10: 3.1 ÷ 10 = 0.31
Then multiply by 100: 0.31 × 100 = 31.0

After dividing, instead of multiplying by 100 we can just move the decimal point 2 places to the right, then add the %
